"The present number is wholly occupied by a Pastoral Letter from the Clergy of the Church of Scotland in these Provinces to their Presbyterian Brethren; to which we have subjoined, as a necessary accompaniment, the Circular Letter recently addressed by the Bishop of Quebec to his Clergy." - p. 1.
The Presbyterian clergy of Canada is appealing to the Church of Scotland in the home country to support their efforts to obtain a fair share of the proceeds from lands being sold to support the clergy in Canada, which at the time were going entirely to the clergy of the Church of England.
The controversy is over lands set aside for the support of the clergy in the Canadian Provinces. These were reserved in 1791, but by the 1820's some lands were being sold, the proceeds of which were being given exclusively to the Anglican Church. The Presbyterians (Church of Scotland) in the Provinces objected, and as recorded herein, controversy ensued. "In 1828 a Select Committee of the Assembly and the Canada Committee of the British Commons criticized church establishment and recommended dividing profits from reserves among the Protestant denominations." - The Canadian Encyclopedia online.
